Complete a photo upload
Checks that the uploaded bytes are a JPEG or PNG of up to 5 MB, of the type they were sent with, and makes them the location photo. Send no body. Completing an upload that already finished changes nothing; with no upload in progress and no photo, 409 conflict.

Removes the photo and any upload in progress, and answers the location. Copies already sent in conversations stay there. A location without a photo stays as it is. Scope: `knowledge:write`.
