Disable a webhook

DELETE
/webhooks/{webhook_id}

Stops new and pending deliveries. Disabling twice answers 404.

Scope: webhooks:manage.

The response carries `signing_secret`, the only time Ricky shows it. Scope: `webhooks:manage`.

List deliveries GET

The 100 most recent deliveries of a webhook. Scope: `webhooks:manage`.
