WhatsApp coexistence: keep using the WA Business app alongside Ricky

Phone numbers connected through Embedded Signup can now run on the WhatsApp Cloud API (where Ricky lives) and the WhatsApp Business app at the same time. Your team can keep replying from their phones while Ricky handles inbound at scale.

Coexistence is per-phone-number. Throughput is fixed at 20 messages per second on coexistence numbers; pure Cloud API numbers can go higher.
